You need to let us know what kind of ethernet adaptor you have. Usually you can find drivers by going to your laptop manufacturer website. What is your laptop model?
Floppy drives don't have drivers,or ,they have but they are in the floppy controller chip on the motherboard

Service pack 3 is the Windows XP update. Go search Windows XP service pack 3 and be sure to update windows with Service pack 3
So this game obviously demands 3ghz of speeds for triple cores and quadcores.
The Xbox 360 cpu runs a Triple core cpu and clocked at 3.2 ghz so technically that must be the answer to the smooth gameplay.
Technically its not the drivers that are holding you back. Unfortunately for your laptop, its rendered unplayable for GTAIV. The game is targeted for Quad Core CPU support and Triple Core CPU support and anything below that including the best Core2Duo will not run this game smoothly at 30-60 fps.
I myself have a Q9400 quad core cpu which is clocked at 2.6ghz at stock with 3.5 ghz of ram and a single GTX 260 Core 216 superclocked edition and yet still it will drop me down to 10 fps min.
Go to laptopdrivers.net and in the search bar type Acer Aspire webcam driver. Depending on what model you have it will be the second or third link. Click your model and scroll down to your webcam model and download it and then everything should work.

Probably a problem With the file on their server. You can see if they have other mirror sites to get it from. Or try the driver manufacturers website.
